Grayed Out

I am ploughing my way through setting up Project Professional and Project
Server. When I create a project and attempt to import it using
"Tools/Enterprise Options" "Import Project into Enterprise" is grayed out.
Attempting to publish the project any other way gives the error message "You
are trying to publish a non-enterprise project to Microsoft Project Server.
The administrator settings on the server do not allow you to publish
non-enterprise projects" Can anyone tell me why I am unable to import
project.
