Anon,
Not sure how you are going about things or what version
you are using.
In order to publish you will have to first create a web.
You can't publish if all you have is a page.
Always start your web via File >> New >> Web Then create
your pages in the open web.
Also, you need to publish to a site or location on a
server with the FPSE or FrontPage Server Extensions
installed.
