Greyed Out Line Styles in Excel

I would like to change the line width in excel on a table but the option is
greyout out.

Any help is appreciated.

What do you consider as a "line"?

A row and you want to change the height?

A column and you want to change the width?

A border and you want to change the thickness?

Is the worksheet protected under Tools>Protection?
