Greyed out menu [2007 + SP1]

Hello,

What are the lacks of permission which can grey out, for an administrator,
the followings items in the Actions menu of the Project Center;
- Edit Project Properties
- Resource Plan
- Zoom In
- Zoom Out
- Scroll to task
- Export Grid to Excel
- Print Grid
