Groove 2007 "Cannot connect to provisioning server"

When using the Groove client I keep getting a pop-up stating that groove
cannot connect to the provisioning server. I am using this on a network with
NO internet access. Any suggestions appreciated

This is expected. If you are online in Groove, Groove will periodically try
to contact the provisioning server (for licensing and account changes) and
the relay server.
