One of our support people has left the company. How do we get another person
to have access to the management server to create accounts?

Ask your Groove Administrator Server to assign the role of the previous
person (Domain or Member administrator role) in the RBAC section in Groove
Manager server to the new one.

Yes, if in Groove Manager you have configured the Role-based Access Control
(RBAC) Enable, you must contact a person who has the administrator server
Role, to asign the role administrator domain or admisnitrator member to the
person who will replaced the person that leave the company.

If RBAC is not Enable every person that access the GMS can do that.

Paula's answer is correct if you host your own Groove servers. If you use a
hosted server -- either Groove Hosted Management Services (3.1) or Groove
Enterprise Services (2007) -- you need to contact Microsoft.

For 3.1 (Hosted Services), this is handled by Acquisition Support. Write
them at http://acquisitionsupport.custhelp.com.

For Groove Enterprise Services, you will need to open a support case, but I
believe you can get the charges waived.
