group box option is disabled in my FrontPage

Does anyone know why group box option is disabled in my FrontPage?

With your web and a page open, click Tools > Page options, and then click the
Authoring tab.
Set all drop downs to Custom and set the Schema Version to Internet Explorer 4 /
Navigator 4
or Internet Explorer 5.
