No, it's not buggy, definitely not on its own. The reason why it is so busy
is because Outlook can be used in so many configurations and every
environment is different. The high level of personalization options makes
people wonder how to best use Outlook. It's not a 1 feature application.
Also, as opposed to the other Office applications, it is a lot less often
that there is only 1 way to achieve something in Outlook. Also take into
account the amount of people who are in a corporate environment who need to
use Outlook on a daily basis without proper training or support and you end
up with a busy newsgroup. It's not like you can compare it to writing
standard documents. Therefore quite often when they start a thread they
don't even know what they are asking themselves.
Then of course there is the search feature which is not being used as often
as it should. If you filter the duplicate issues posted here, it's already a
lot less crowded. There are a lot of duplicate questions posted here, even
on a daily basis or worse.
I'm not complaining as I am someone who is interested in digital
communications in various working scenarios and trying to understand why
people are using certain methods to achieve something. They are nice user
cases and I think it makes this group an interesting place to be. It fits
with my researching background
