Grouping objects

I was trying to group 3 photos within FrontPage. I have read previous posts
stating that is not possible. Any ideas for a good editing program that I
can do that with? (This is a small project - just need to be able to lock 3
photos together and save as a jpeg or gif)

This is a table template. If you click view source or file save as you can
see the table with the cell inside. You can format tables and cells to
group photos just as you wish.
