Hand writing tools in IME2002 japanese disappear?!

I am using IME2002 Japanese, Windows 98 SE and Office XP with SP3.
The hand writing tools feacture disappear when in Japanese but it work when
in Chinese.
I had fully installed office xp shared folder feactures.
How can i do?
