"has not been installed for the current user"

I came back from vacation and cannot access any of the documents on my
computer that are generated in Office 2003 Small business version.

I "Microsoft Word/Publisher as not been installed for the current user.
Please run setup to install the application."

Have tried deleting the software and reinstalling. No change.

Ni idea what to do or why this has happened. Fully licensed product.

Any advice?

I looked at the MS Support article, but:

I am not getting an error number to change the registry keys.
I don't have Spy Sweeper on my computer.
I have not installed any new software.
When I tried the last method for changing it, I did not had Data.dat
in the Office folder like discribed
