Have a shared notebook in a public folder, but can't edit it

I created 3 shared notebooks in a public folder and they where working fine.
Member could edit and write on the files, until today when it appears to be
syncronized but no changes can be made in any section.

Workbooks which are not shared are working fine

What do you call a "public" folder ?

What do you call a "member" ?
