having a few probs with Outlook 2003

Hi. I'm using Outlook 2003 (not express) and have a few probs. I hope
someone can help.

1) My default language refuses to stay English UK. I even went into
Word and told it default language is English UK. Every time I freshly
open Outlook, it's back to English US. Where can I change this for
good, and if I set a default, why doesn't it believe me and stay that
way!?

2) As far as I can tell, I have all my settings right for replying
using HTML. I have an HTML signature. When I reply to messages that
came to me without formatting, my signature goes all plain text. Image
is gone, colours and font sizes are gone. What can I set so that EVERY
message to which I reply is HTML and my sig comes out correctly? I've
tried the settings that say convert to HTML and reply in HTML and this
STILL happens with lots of messages that come in without formatting.

These are my questions so far. Thanks in advance for any help.

When you receive a message in plain text (no formatting), Outlook
automatically, by default, replies in kind, not in HTML. When a person sends
a message in plain text, there is usually a reason: they do not want to
receive HTML at all. Their wishes should be honored and your reply should be
in plain text. This includes your sig.
