Having a problem I can't figure out

Win 98 SE and all patching with Office XP Pro. When logged
on to network using Win 98 and the user's password, can't
connect to Outlook folders at all. I am getting an error
message asking if I want to log on to default file system
instead. If I log on as the Administrator profile, no
problem - it all opens up.

HELP!

The files are in a location to which the user's account doesn't have
read/write access.
