Having Problems setting a background

Greetings,
I am using Front Page2002 to build my website. I have been trying, unsuccessfully, to set my background so that the design at the top does not repeat. I have tried every combination known to human, to no avail. I do not want a watermark design, just a very simple page with the design at the top and that's it. If someone could help me with this I would really appreciate it as I have spent the better part of today fiddling with it. Just to be clear, I embedded the bgproperties="fixed" code into the page and it still repeats.

Change your image to have extra "white" space so it does not repeat up to 1600x1200px
