Header concealed by inserted figure.

On several occasions lately when I have tried to paste a figure or picture
at or near the top of a page in Word 97, the insert positions itself in such
a way that it hides the header.

Attempts to drag it down with the four-headed arrow have no effect. The box
moves down the page, but on releasing the mouse, the picture obstinately
remains where it was.

If I add carriage returns, above the figure, eg. at the foot of the previous
page, they simply "go behind" the figure, and star appearing beneath it,
without moving it.

Right clicking within the figure produces a mini menu of Move Here, Copy
Here and Cancel. But it is unclear to me how "here" is defined, and this has
not solved the problem for me.

None of the books I have on Word 97 mention these "features".

Another request: how can I "group" the picture or figure caption so that it
remains anchored to the figure? That damn anchor pops up all the time... but
not when and where I want it!
