Header/footer battles in multi-section docs

My typical document contains a cover sheet, 2-pp Table of
Contents, followed by the rest-of doc, with different
odd/even footers.

I have tried making the cover sheet = section 1, the TOC =
section 2, and the remaining pages = section 3, but I find
myself constantly fighting the header/footers for all
three sections..sometimes a header/footer falls off,
sometimes I get an un-needed blank page, etc.

Is there anything in Word formatting I could be doing
wrong?

Any advice would be appreciated!

If you use the "Different first page" setting in Section 1, then you won't
need a section break between the title page and TOC, just a break between
TOC and document. That can reduce the pain somewhat. Using StyleRef fields
in headers or footers can also reduce the amount of customizing necessary.

A couple of other ideas -

When using section breaks to achieve different headers/footers, you must
unset 'Same As Previous'.

If you have different odd and even set, Word will ensure odd numbered pages
are 'recto' (right hand side) sheets. If you have, for example, an
unnumbered cover sheet, and start page numbering for section 2 at 1, Word
will insert the blank back for the cover sheet to ensure page 1 is correctly
placed. The same applies if you use roman numbering for the TOC and restart
Section 3 at 1.
