Header or Footer causes overlap onto next page

My data is all enclosed on a single page, but the
background of the header and footer extend about an inch
onto the next page. I cant figure out why this is
occurring.

The page setup is landscape for letter paper.
The page rightmost boundary is at about 10 inches (and I
should have 11 available).

Anyone got any ideas on how to get the header and footer
to remain on one page with the data?

Reduce the report's width so it fits in the paper width
minus both the left and right margin values.
