Header problem-Word 2000

I cannot change the size on a header. I have tried the
scroll bar on the left hand side and the dotted line would
either revert back to its location or enclose all of the
text on the page. Any advice on this issue.

You need to change the header margin and the top margin (in File | Page
Setup) if you want the change on every page. If you want it just on the
first page of a section, use the "Different first page" option and add text
or empty paragraphs to the header to push the document body down (see
