header section number is the same on two pages

Greetings,
My document consists of 5 pages and 2 different headers. I am trying to
insert several tables onto the first page of my document which is different
from the rest. The first table consist of 2 rows and 3 columns. Somehow, word
inserts first row on the first page and the second row on the second page.
(treating two pages as one) And I cannot figure out why. I tried to use
section breaks to separate pages, but it keeps doing the same thing over and
over again. Somebody help! I want the first page to have five 5 small tables
and a header and the rest of the document and headers unchanged.
Help is greatly appreciated! Thanks!

Make sure that the non-header rows of your tables are not formatted as "Keep
with next" or "Page break before."
