Header sizes different in same document

I have a file that contains headers on only certain pages. The header
margins are set to .5/.75.

When I input a section break (to delete the header for the next page),
I find that the header is a much larger size and completely surrounds
the text boxes at the top of the page. Could that be the reason for the
larger header?

On the Layout tab of Page Setup, make sure the vertical alignment is set to
Top and not Center.
