Is there a way to modify Heading 1's style so that it starts at the beginning
of a new page?

Modify the Heading 1 style to include the Page Break Before attribute. This
is found under the Paragraph dialog, Line and Page Breaks tab.
These instructions are for 2003 and prior, may differ for 2007.

Very similar in Word 2007 too: modify the Heading 1 style adding the
PageBreakBefore paragraph attribute making sure to check for All Documents
based on this template if you always want this to happen.
