Shift+Del is called a *permanent* delete for a reason. Items that are
deleted but moved into the Deleted Items folder were never actually
deleted since they still exist in a folder. When you permanently delete
(by using Shif+Del or deleting from the Deleted Items folder), the
record for that item gets marked with a status of deleted. Outlook will
not display delete-marked items. When the message store gets compacted,
all deleted-marked items are physically purged from the .pst file.

If the .pst file has not been compacted (by you or via automatic
compaction), it may be possible to extract the delete-marked items from
the .pst file. See
http://www.outlook-tips.net/howto/recover_deleted.htm. Make sure to
first save a copy of the .pst file before you start hex editing it;
otherwise, if you screw up the file then you lose all your messages. Of
course, if you do regular backups, you could just recover a prior copy
of the .pst file before you did the permanent deletions and use that
one.

If the tip page above doesn't work, you'll have to decide how valuable
are those delete-marked messages. Commercialware to do the recovery
isn't cheap.
