Help Desk in Project Server 2003

Hi.

I just recently installed Project Server 2003 to handle the request and
tasks as team we have.
However, my boss asked me that it could be interesting to have a help desk
interface for our users. It reviewed the SQL table of ProjectServer and I
could not understand anything.

I was wondering if there is a way to create a new task into Project Server
2003 via custom webinterfase (not necessarily Project's interfase).

By the other hand, is there a way to see To-Do Lists on Project Professional
2003?

How can I create a new Enterprise Template. Because I'm trying to save my
projects and then a dialog box with an error states that I can not save
non-enterprise projects (althrough on PJ server was configure to allow
publishing non-enterprise pjs).
