Help! Error Message: CmdLaunchExe.dll missing

Recently, at Outlook's startup, I get the following error message:

The add-in "CmdLaunchExe.dll" could not be installed or loaded

After clicking "ok", Outlook SEEMS to be working ok. Does anyone know
how to correct this condition?
