There are also commercial software packages for creating Help -- I've not
used any that are currently on the market, so do not have an opinion to
offer. However, I would not be surprised to learn that there are Open
Source solutions for creating Help -- you might want to visit
http://www.sourceforge.com and search for a free one.
The last Help creation package I used was shareware sent me for a free
trial, back in the days either of 16-bit Help or WinHelp. It was
satisfactory, but even the shareware package was not inexpensive, except
compared to the very expensive commercial packages of that day.
