HELP! Formatting Pallete flys out of screen!

Can somebody help me catch the formatting pallete? When I click on the
formatting pallte, it flys out of the screen. It's so fast that I can
not catch it!! Seems like it goes way down below the screen and
disapears. It's very annoying and frustrating. Please somebody help!
