Help Frontpage 2003 does not work!!

I just installed Frontpage 2003 and as soon the installation was done I
tried to launched and got the following error:

the procedure entry point ?UDC_LOCATION_STS_URL@CUDCDoc@DDW@@2QBGB could not
be located in the dynamic link library fpcutl.dll

I installed on a different computer and got the same problem too!

Anyone knows why this is happening?

I am also having the same problem. I have uninstalled
and reinstalled the program several times with no luck.
I cannot recover the program, since it has never actually
loaded.
