How to publish a Publisher web publication (FTP) :
http://msmvps.com/blogs/dbartosik/pages/80556.aspx
If you are using IE7, then this method will no longer work. See below.

How to trouble-shoot Publisher web upload issues :

Prepare, publish, and maintain your Publisher Web site:
http://office.microsoft.com/en-us/publisher/HA100947601033.aspx
It is written for Pub 2007, but if you are using IE7 instead of IE6, then
the directions for using Vista would apply. FTP uploading has changed with
the introduction of IE7.

If you choose to use FTP uploading then consider downloading and installing
the free FTP client FileZilla:
http://filezilla-project.org/ It is likely to be easier for you in the long
run. Take the time to also download the excellent documentation and read it.

Well first after you have followed all David's online help you will have
to give us some idea what you are doing that fails.
Operating System?
URL?
ISP?
Publisher version?
FTP program ?
Anything Else that comes to mind?

You do not have to "relate" very much to the files. In Pub 2003/2007
there will be one file Index.htm and one directory index_files. upload
these and away you go but you say you do not get to uploading.
So the url you are using IS wrong or something else in your procedure is
wrong.
