in and access only their project area?

with full access and regular users with restricted access?

and it will sync their local machine?

Referencing you list...

1. Yes

You can create categories and groups that will allow you to segment different
parts of your organization within a single Project Server database.

You can also create multiple (and forever separate) project server databases
and SharePoint web sites on a single server using the EditSite utility.

2. Yes

In Project Server roles are called groups and are used to control what a user
can do.

Categories are used to control what a user can see.

3. Yes

When a client uses MS Project to open a project on the Project Server the
project file is downloaded from the project server to their system and locked
on the server. When the client closes the project the changes are moved back
to the server and the project is unlocked.

If a client wants to work on a project while disconnected from the server, they
can save the project offline and then save it back to the project server at a
later time.

Please note that this does not mean you can have multiple local copies (mpp
files) and then synchronize them. This is not possible. Once a project is
stored on the server it can ONLY be opened in write mode by one person at a
time.

4. Not out of the box...

Project server really does not generate reports in a taditional context. That
is to say it will not generate a printed report and email it to you...

Project Server does however provide a very rich and interactive status
environment that can allow you to asses the health of an entire potfolio of
projects at a glance. Project server also provides a portfolio analyzer that
can help you investigate resource allocation/utilization and assignment status.

Does this answer your questions?
