HELP! how do I get rid of annoying pointer pop up info box?

How do you turn off the wretched little (sometimes big) file information box
that pops up automatically when the pointer hesitates over a file to open?
The box continually blocks the view of other files in folders.

Operating system setting. Go to Folder Options, View, and UNcheck "Show
popup descriptions................"
