Help in choosing an image editing program.

Many who come here for FrontPage help often need to be reminded that FP is
not an image editing program. Here's an excellent article from
ConsumerSearch (that's quite wordy) which talks about and ranks several
programs by a number of reviewers. Paint Shop Pro and Photoshop Elements
came out on top. (No, you don't need the full-blown version of Photoshop to
do a fine job of preparing of making images for websites!)
v.9 of Paint Shop Pro and Photoshop Elements v.3 have recently been
