HELP!! Junk Mail not working

Go to "tools"->"Options" and select the "Preferences" tab. Click on the
"Junk
mail" button. Select "No automatic filtering" and you are set.

Yet 95% of mail goes directly into the Junk Mail folder. Senders in my Safe
Sender list go into the Junk Email folder.....

What's going on?
