Help - Leveling only works for some resources

I am having the problem that Project 2k3 only wants to do resource leveling for some of my (enterprise) resources. I have constructed an example project file, with two resources and two tasks. If I assign one of the resources, Project inserts a delay to prevent overallocation. If I assign the other, the tasks are scheduled for the same day resulting in overallocation. DO anyone have a clue what I could be doing wrong

Apply the Resource Sheet view in the project and examine the Indicators
column for the resource whose overallocation isn't being leveled. Do you
see an indicator for this resource? If not, then your leveling sensitivity
setting needs to be adjusted. To do this, click Tools - Level Resources.
Change the "Look for overallocations on a " setting to Hour by Hour, or any
other setting that resolves the overallocation. Hope this helps.
