Microsoft provides free templates for users to download:

To download templates in microsoft, find a template you want, then click on
the template where you will get to a page with a link that says: "Download
Now".
You can also search in Google for powerpoint templates.
Just to state a few, Awesome backgrounds and Sonia Coleman's sites also

To check where the templates are, you can go to Format > Slide Design.
In the slide design, click browse.
Then see the folder where the templates are stored in.
