Help on managing Admin. tasks

Hello Again:

All my resources must be assigned to some administrative
tasks and I want to administer those so that resources are
not informed whether dates on those tasks change or other
possible changes, that depend on the time entered by other
resources on the timesheet.

I will be the administrator that will create such tasks,
assign all the resources (without any planning or
scheduling being made). Bear in mind that new resorces
come sometimes, so assignment has to be extended to new
people sometimes.

I need those tasks to be present at all times for all
resources on the timesheet.

How do you think I should deal with this?
