HELP outlook 2003 error message

I was wondering if anyone has ever seen the message below that I have put in
quotes. The situation is a Outlook 2003 on a stand alone machine that has
never been networked. What happens is that Outlook starts just fine,
however when I go to shut the program down the Outlook icon stays in the
system tray and will not leave. When I double click on the Outlook system
tray icon after I have closed the program I get the following message -



"Outlook is not responding. If you are using an exchange e-mail account, you
can cancel pending server requests by clicking the Outlook icon in the
notifications area, and then by clicking Cancel Server Request on the
shortcut menu".



Also sometime Outlook starts and says it wants to start in "Safe Mode".



Does anyone have any ideas or solutions? I have looked through the
Microsoft Knowledge Base but have not found any information.
