Help: Send To -> Mail Recipient goes to Express instead of Outlook

When I select a file, then Send To -> Mail Recipient, an Outlook Express email is opened. But, I use Outlook 2003. Why doesn't Outlook handle Send To -> Mail Recipient?

Sounds like Outlook Express is setup as your default e-
mail program. If you use Internet Explorer, go to Tools,
Internet Options, Program tab. Make sure you select
Outlook under the E-mail option.

I checked that. Microsoft Office Outlook is my default email program. Outlook Express is my default newsgroup reader.
