Help with Drop Down formatting

Can a cell that has been programed with a drop down list be set to allow
something tobe free texted in the cell that is not in the drop down list?

In the data validation dialog box, select the Error Alert tab
Remove the check mark from 'Show error alert after invalid data is entered'
