HELP with PICTURE

This might be an easy thing for some of you, but it has me baffled. I have some group photos in a Powerpoint presentation. I need to be able to layer over the picture with a semi-transparent layer that has a hole in it so I can feature one person in the photo. I don't want to block out everyone else, I just want people to be able to identify one person in thephotos. Can anyone help?
