Help with rules for outgoing mail

I'm a new user changing to outlook 2003 from another application. I
can't work out how to make a rule that works on outgoing mail rather
than incoming mail. All the rules seem to be based on when the message
arrives which naturally doesn't work for mail I'm sending except where
I'm replying to another message. Surely there must be a way to do
this? I must be missing something obvious.
