Help with Users and logons

Hi:

This probably doesn't belong here, but I didn't find anything else, sorry.

1) I have a website that I want to add users to, simple enough. My problem
is I can't find any help on this topic, not to mention, what is the
topic/subject?

2) How do I set someting like this up? I have seen form buttons that send
the information via/thru cgi??? Where does this alien land? In an email
account?

3) How do I extract that data into a text file (for importing into a
database I guess)?

4) How do I setup users and passwords? Can it be done automatically from a
web form?

I have looked at e-commerce books, but they all talk about the business. I
could really use some help here.
