One possibility is that you're in Full Screen view. There should be a
small floating toolbar somewhere with one button, "Close Full Screen".
Click it to go back to regular view. Or, point the mouse at the
extreme top edge of the screen, until the menu bar appears, then go to
the View menu and turn off Full Screen.
If that's not it, right-click any of your toolbars, choose Customize,
and go to the first tab ("Toolbars"). Select Menu Bar in the list and
click Reset.
Deleting normal.dot should have taken care of this. Perhaps you
deleted the wrong normal.dot? Do a search on the file name, and rename
*all* the normal.dots that you can find.
If none of this works, I'm stumped.
