Hiding the CC Field

In Outlook 2003 is it possible to hide or deactivate the CC field?

I know you can do the BCC field.

Only by using a custom form, and even then the user can add CC or Bcc just
by pressing the To button.

No you can't unless you redesign the form. Depending on your situation this
is not recommended for most cases.
