"hiding" watermarks?

I'm using Word 2003 on Windows XP.

I know how to do this in FrameMaker, but not Word.

We have a watermark/graphic for "draft" versions of our template.
The watermark is a graphic that's embedded in the footer. It's
either displayed or it's not there at all.

We'd like to make it so that the user can either hide or display
that watermarked graphic, depending on the status of the document.

Is there a way to do this or do something equivalent to it?
