Permission to delete word art

I am using Word 2003. OS is XP SP2

I wrote a small app. using Dot Net to assemble several different Word
documents into a single document. The first page of this series is a page
containing a "Draft" Watermark and nothing else. After the assembly process,
you can not use the format \ background \ watermark to remove the watermark.
This is inconvenient but not the root of all evil. I then went to the
section in the document where this watermark appears and used the view \
headers and footers in combination with the drawing tool bar to select and
remove this watermark.

The problem seems to be that I am the only person that can remove this
watermark. I do not believe that there are any security features or
protection on this document. Permissions indicates: Unrestricted Access.
Other individuals at my work are unable to remove this watermark. They can
select the watermark, move it, change the size of it, ... The delete key or
cut function will not remove the watermark from the document. Any Ideas on
why this is so and how to correct the issue?
