Hierarchies in Forms and Reporting

I am trying to develop a database to facilitate our cost center forecasting
and planning activities. One particular element is labour data, which is
used to calculate employee labour and benefit costs. This data contains
items such as, wage rates, build rate, units of production, headcount, etc.
In order to manage and maintain this information, it must be organized into
groups. I thought that this table structure was the best:

Parent: ParentId, ParentDescription (say, Direct labour)
Child: ChildId, ChildDescription (direct labour headcount, direct labour
wage rates), ParentIdRef
ChildDetail: ChildDetailId, CostCenter,Year,Jan,Feb,Mar,etc,ChildIdRef

My largest problem seems to be displaying this information in forms so that
it can be maintained. Each parent group must be displayed independently with
its associated child and child detail records for maintenance. There are 13
parent groups in all and I would like to place them all on one form, on a tab
control.

I'm not sure how to proceed. Should I create a form on the tab control page
and subforms for each group?

Any guidance would be greatly apprecaited--written, resources, or otherwise.
