highlighting text

I'm trying to turn on the highlight text option. I have
gone to Options and General Tab but the only obtions are:
Show basic colors in color palette
Use New Publication task pane at startup

file types:
Publications c:\documents and s...\MyDocuments
Pictures c:\documents and set...\My Pictures

What must I do to turn activate the highlight tool?

After managing to set up OE-QuoteFix on his new PC, Ed reads a message

You cannot.
However, you can simulate this by creating a rectangle in the colour of your
choice and placing it behind the text box. You need to set the text box to
be transparent in order to accomplish this.

AFAIK, there is not a highlight option in Publisher. You can use Word to
create highlighted words in Publisher by linking via OLE (Insert > Object >
Create from File/Create New > Word Document)
