hiperlinks on outlook don't work

When I try to activate an hiperlink on Outlook, I get this error message
"This operation as been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

Please help.

If Internet Explorer is your browser, open it and click Tools>Internet
Options>Programs>Reset Web Settings
