Hit counter and cookie issue

I would like to set a cookie on a visitor's computer that stops the hit
counter from adding another hit until the cookie expires, e.g. 24 hours or
12:00 midnight or the visitor closes the browser or leaves the site or
whatever. I presume I have to set the cookie with ASP, but I can't get the
FP hit counter to recognize it. What am I missing?
